Targets and solutions to develop the industrial trade industry in Thai Nguyen province 2021

In 2020, although under the general impact, especially of the world economic situation and the domestic economy due to the influence of the Covid-19 pandemic, but under the leadership and direction of the Provincial Party Committee, the direction, Management and administration of the Ministry of Industry and Trade, directly the People's Committee of Thai Nguyen province, together with the efforts of the industry and trade industry, businesses and people in the province, Thai Nguyen province's industry and trade sector has achieved some encouraging results, making an important contribution to the province's socio-economic development picture.

Regarding industrial production, the total value of industrial production in the province (at 2010 constant prices) was estimated at 783,618 billion VND, an increase of 5.4% compared to the implementation in 2019, equaling 97.5% of the year plan. In which: Central industry is estimated at 23,445 billion VND, up 2.9% compared to 2019, equaling 95.3% of the year plan; Local industry is estimated at 33,297 billion VND, up 7.3% compared to the implementation in 2019, equaling 102.1% of the year plan; Foreign-invested industry is estimated at 726,876 billion VND, up 5.3% compared to 2019, equaling 97.4% of the year plan. Specifically:

Industrial products group increased compared to 2019: Cement was estimated at 2.7 million tons, up 14.6%, equaling 109.3% of the year plan; iron and steel of all kinds was estimated at 1.4 million tons, up 14.3%, equaling 111.9% of the year plan; commercial electricity is estimated at 5,100 Tr.kWh, up 6.1%, equaling 93.6% of the year plan; electricity production is estimated at 1,850 million kWh, up 5.4%; construction bricks made of ceramic and porcelain were estimated at 185 million products, up 3.9%, equaling 84.1% of the year plan; headphones are estimated at 43.7 million products, up 3.3%, equaling 101.6% of the year plan; copper concentrate was estimated at 43 thousand tons, up 1.6%; tablets are estimated to reach 18 million products, up 1.1%, equaling 102.9% of the year plan; Commercial tap water is estimated at 30 million m3, up 0.7%, equaling 93.8% of the year plan...

The group of industrial products decreased compared to 2019: Mined clean coal was estimated at 1.3 million tons, down 1% in the same period, equaling 101.9% of the year plan; television cameras were estimated at 61 million products, down 4.8%, equaling 89.7% of the year plan; garment products are estimated at 71.8 million products, down 8.4%, equal to 80% of the year plan; Wolfram and wolfram products were estimated at 14.4 thousand tons, down 10.6%, equaling 93.5% of the year plan; Integrated electronic circuits are estimated at 132 million products, down 10.9%, equal to 101.5% of the year plan...

Regarding domestic trade, services, prices, total retail sales of goods and social consumption service revenue in the province in 2020 is estimated at 40,021.2 billion VND, up 3.8% compared to implemented in 2019, equal to 95.6% of the year plan. In which: State economic sector is estimated at 2 trillion VND, up 6%; The non-state economic sector was estimated at 37.9 trillion VND (accounting for 94.7% of the total), up 3.7%; Foreign-invested sector was estimated at 90 billion VND, down 1.6% For the whole year of 2020, the consumer price index increased by 4.5% compared to 2019.

Regarding import and export business: The total value of exported goods in 2020 is estimated at 26.69 billion USD, down 3.4% compared to 2019, equaling 90.5% of the year plan. In which, the foreign-invested economic sector was estimated at 26.2 billion USD (accounting for 98.1% of total export value), down 3.2%; local export is estimated at 481.3 million USD, down 13.9%, equaling 70.8% of the year plan. Major exports compared to 2019: Electronic components and spare parts are estimated at nearly 11 billion USD, 2.7 times higher, equaling 220.4% of the year plan; paper and paper products was estimated at 3.2 million USD, up 40.4%, equaling 145.5% of the year plan; transportation spare parts was estimated at 7.3 million USD, down 3.1%; iron and steel products were estimated at USD 78 million, down 5.1%, equaling 93.3% of the year plan; garment products were estimated at 317.1 million USD, down 16.7%, equaling 79.9% of the year plan; non-ferrous metals and non-ferrous metal concentrates were estimated at 188.2 million USD, down 19.2%, equaling 73.7% of the year plan; tea of all kinds was estimated at 0.7 million tons with an estimated value of 1.3 million USD, down 56.1% in volume and 47.2% in value, equaling 59.1% of the year plan.

The total value of imported goods in the area in 2020 is estimated at 15.1 billion USD, down 4% compared to 2019. In which: The domestic economic sector is estimated at 160.1 million USD, down 37.1%; The foreign-invested economic sector was estimated at 14.9 billion USD, down 3.5% (accounting for 98.9% of the total import value). Major imports compared to 2019: Paper of all kinds was estimated at 10.8 million USD, up 67.4%; electronic materials and components were estimated at 14.5 billion USD, down 0.6%; raw materials for animal feed processing were estimated at 35 million USD, down 15.7%; iron and steel products were estimated at USD 29.4 million, down 24.4%; fabrics and textile raw materials and accessories were estimated at 116.3 million USD, down 31.2%; plastic raw material is estimated at 73.6 million USD, down 50.3%; machinery, equipment, tools and spare parts is estimated at 47 million USD, equaling 40.2% compared to 2019.

In 2021, there are still many difficulties and challenges, but there are also many advantages - the first year of implementing the Resolution of Thai Nguyen Provincial Party Committee 2020-2025, Resolution of the 13th National Party Congress, Resolution of the 15th National Assembly, together with promoting the achieved results and promoting the province's comparative advantages, and at the same time, overcoming the shortcomings and weaknesses, Thai Nguyen Industry and Trade sector is determined to strive to achieve the dual goals of both disease prevention and economic recovery and development in order to contribute to the realization of the province's common goals with the following specific targets: The total value of industrial production in the province (2010 constant price) reached 840,822 billion VND, up 7.3% compared to the estimated implementation in 2020. Of which: Central industry reached 24,620 billion VND, up 5% ; Local industry reached 35,950 billion VND, up 8%; Foreign-invested industry reached 780.252 billion VND, up 7.3%. Total retail sales of consumer goods and services (current price) reached 44,023 billion VND, up 10% compared to the implementation in 2020. Export turnover reached 28,157 million USD, up 5.5% compared to 2020. In which, local export reached 525 million USD, up 9%. Implement diversified and effective trade promotion, industrial promotion and development consulting activities in 2021.

To achieve the above goal, Thai Nguyen Industry and Trade sector focuses on performing well the following tasks and solutions:

Firstly, organize effective management and guide the correct implementation of the views, orientations, programs, schemes and plans of the Sector that have been developed; at the same time, advise and propose the formulation of planning components in the sector to integrate into the Thai Nguyen Provincial Plan for the period of 2021-2030, with a vision to 2050.

Secondly, regularly review, propose adjustment and develop new preferential policies to attract investment: Construction of technical infrastructure of industrial zones and clusters; to develop supporting industries and processing industries in association with raw material areas; mobilize investment resources to build commercial and electricity infrastructure in rural mountainous areas; supporting the production of export goods... Managing, exploiting and using effectively and sustainably natural resources; protect the living environment; proactively and effectively respond to climate change, natural disaster prevention and mitigation.

Thirdly, continue administrative reform, ensure publicity and quickly solve licensing procedures for investors... maintain and do a good job in the One-Stop-shopping and One-Stop-shopping departments, Public Administration Center of the province; create an open, equal and unified investment environment for common development.

Fourthly, strengthen dialogue between state agencies and businesses to promptly remove difficulties and obstacles in the production and business process of enterprises to ensure the progress of projects, especially important construction projects of the Sector.

Fifthly, improve the efficiency of industrial promotion and trade promotion activities, contributing to encouraging and supporting investment and production development (especially new industries, handicrafts and craft villages, producing key products with potential and advantages of the province). Participating in the National Digital Transformation Program to 2025, with a vision to 2030. Strengthening activities to support businesses through online trade promotion, application of e-commerce and digital technology to match the current development trend. Supporting enterprises to apply information technology and e-commerce in production and business activities to help promote brands, develop markets, develop e-commerce transactions on e-commerce platforms with reputation.

Sixthly, encourage the establishment of associations and professional associations, create conditions for associations to operate effectively, have the ability to help each other in investment, production organization, brand development,… especially to enhance the role of the Association for the Protection of Consumer Rights, in order to protect the legitimate interests of consumers in accordance with the law.

Seventhly, strengthen the state management of the market, prices, goods quality and food hygiene and safety, etc. to promptly detect and strictly handle violations of the law. Organize training courses on: Improving the qualifications of industry and grassroots managers, market economy, industrial environmental safety, vocational training, labor protection... according to the functions and tasks of the Sector as well as the goal of adjusting the labor structure according to the economic restructuring within the Sector... Preside over or coordinate in organizing inspection and examination delegations; receive, settle and respond to complaints in the field of Industry and Trade./.
