2020 is a difficult year, the Covid-19 pandemic has had a great impact on the economic development of the country in general and Quang Nam province in particular, of which a great impact on the operation of the Industry and Trade sector. Faced with that situation, the Department of Industry and Trade actively developed a specific plan to implement the action plan of the Ministry of Industry and Trade and the Provincial People's Committee to implement the Government's resolutions, promptly advise and propose many solutions and policies such as: Improve the investment environment, mobilize all resources for economic development; promote administrative reform, bring into play the internal resources and efficiency of the state management apparatus... along with the efforts of the business community to maintain and promote the development of industrial production and trade in the province. Specifically:
Regarding industrial production: Industrial production value (2010 constant price) in 2020 is estimated at 73,278 billion VND, down 10.2% compared to 2019, which is expected to reduce most of the mining, processing and manufacturing industries, electricity production and distribution, water supply, waste and wastewater treatment and management. The processing and manufacturing industry is still the main industry. However, in the province, there are still a number of industrial products with an increase in production index compared to the same period last year: Fish fillets of dried, salted or brine but not smoked increased by 16.26%, reaching 46.2 tons; aqua feed increased by 18.93%, reaching 12.5 thousand tons; soft drinks increased by 8.2%, reaching 19.5 million liters; suits, uniforms, jackets increased by 26.77%, reaching 8.8 million products; passenger cars increased by 28.76%, reaching 6,537 units... Some products with production index decreased over the same period such as: coal, construction stone, white sand, frozen squid, cotton woven fabric, shoes, sports sandals and shoe parts, shavings, woodchips... due to a decline in market demand.
Regarding the development of economic zones, industrial zones and industrial clusters: The whole province has planned to develop 11 industrial zones. In which: 07 industrial zones are located in Chu Lai Open Economic Zone and 04 industrial zones are managed by the Department of Industry and Trade.
According to the industrial cluster development planning in Quang Nam province to 2025, considering the year 2035 approved by the Provincial People's Committee in Decision No. 3924/QD-UBND dated December 28th, 2018, the province will there are 92 industrial clusters with a total area of 2280.47 ha by 2025 and 2613.14 ha by 2035. In 2020, the Provincial People's Committee has decided to establish detailed planning of 03 industrial zones with a total area of 76 ha. The implementation of detailed planning has been carried out in many localities in the province. Industrial clusters have attracted 10 businesses registered for investment in the province with a total area of 15 ha of leased and registered land; the total registered investment capital under the project is 500 billion VND; the total number of employees registered under the project is 700 people.
Regarding the commercial situation: Total retail sales of goods and services in 2020 is estimated at 51,419 billion VND, reaching 83.05% of the year plan, down 10% over the same period. In which, the total retail sales of goods is estimated at 41,200 billion VND, up 4.52% compared to 2019, service revenue is estimated at 17,749 billion VND, down 42.4% compared to 2019.
- Regarding the development of commercial infrastructure: Currently, there are 159 markets in Quang Nam province in operation (according to Decision No. 249/QĐ-SCT dated October 8th, 2018 of the Department of Industry and Trade on the classification of markets in Quang Nam province): 02 Grade 1 markets, 13 Grade 2 markets and 144 Grade 3 markets. The total number of households doing business through the market network is currently about 23,000 households, including 14,000 permanent business households and 9,000 non-regular business households.
- System of commercial centers and supermarkets: there are 02 supermarkets (Co.op Mart Tam Ky and Panko supermarket) in Tam Ky city, 01 commercial center in Phuoc Hoa ward. In Hoi An, the supermarket system has not yet developed, instead, a chain of convenience stores serving tourists is quite efficient.
- Currently, in the province, there are 191 petrol stations and oil tankers operating in business, meeting the Government's Decree No. 83/2014/NĐ-CP dated September 3rd, 2014 on petroleum trading, and there are businesses that are traders and distributors of petrol and oil supply in the province, including: Branch of Regional Petroleum Company V - One Member Limited Liability Company in Quang Nam, Branch of PV OIL Petroleum Joint Stock Company in the central region in Quang Nam, Tuyet Mai Production, Trade and Service Co., Ltd. transport services Ngoc Khanh.
- Liquefied petroleum gas trading network system: Currently, the province has more than 600 retail stores of liquefied petroleum gas. The system of stores operates to ensure the ability to well serve the consumer needs. The stores are built in a modern and civilized direction, ensuring standards and safety, fully complying with the provisions of Decree No. 87/2018/NĐ-CP dated June 15th, 2018 of the Government. In the province, there are 04 liquefied petroleum gas extraction stations located at Dien Nam Dien Ngoc Industrial Zone, Ky Ha Port, Chu Lai Open Economic Zone (belonging to Da Nang ELF Gas Co., Ltd., Central Gas Co. Petro Mien Trung Production Investment Joint Stock Company) meets the needs of consumers in the whole province.
In 2021, Quang Nam Industry and Trade sector continues to implement the direction of the Provincial People's Committee on the prevention and control of acute respiratory infections Covid-19 in the area, while effectively implement issued policies and solutions to support businesses facing difficulties affected by the Covid-19 epidemic; continue to closely monitor the market situation, directly inspect and urge distribution enterprises in the area to implement plans to ensure the supply of goods to the market.
- Continue to submit to the Provincial People's Council for approval the Regulation on supporting investment in technical infrastructure of new industrial clusters to replace the Decision No. 06/2012/QĐ-UBND dated April 17th, 2012 of the Provincial People's Committee on the promulgation of the Decision No. mechanism to support investment and management of industrial clusters.
- Advise the Provincial People's Committee to issue a set of criteria for selecting industrial cluster infrastructure investors according to Decree 66/NĐ-CP amending and supplementing a number of articles of Decree No. 68/2017/NĐ-CP of the Government on manage and develop industrial clusters; study and propose to advise the Provincial People's Committee on the implementation of Resolution No. 115/NQ-CP dated August 6th, 2020 of the Government.
- Continue to implement the industrial cluster development planning in Quang Nam province to 2025, with a vision to 2030. Carry out the review and adjustment planning of the previously approved detailed planning on construction of industrial clusters in localities where there is a need; at the same time, implement detailed planning on construction of newly established industrial clusters in accordance with regulations; continue to advise the Provincial People's Committee to decide to establish the remaining industrial clusters in the province according to Decree 68/2017/NĐ-CP dated May 25th, 2017 and Circular No. 15/2017/TT-BCT dated August 31st, 2017.
- Monitor the market situation, commodity prices; report and propose superior solutions to curb the increase in commodity prices in the market that is necessary.
- Implement Decision No. 2454/QĐ-UBND dated September 4th, 2020 of the Provincial People's Committee promulgating the E-commerce development plan in Quang Nam province (period 2021 - 2025) in 2021; Decision No. 2486/QĐ-UBND dated September 9th, 2020 promulgating the implementation plan of the Free Trade Agreement between Vietnam and the European Union (EVFTA) in Quang Nam province in 2021. Continue to monitor and manage investors wishing to invest in projects in Nam Giang Border Gate Economic Zone.
Coordinate with localities to mobilize and introduce enterprises, production facilities, rural industrial establishments in the province, especially those with winning products to participate in the fair, connecting the supply and demand of the provinces at home and abroad. Coordinate to organize markets to bring Vietnamese goods to the countryside in 2021 in the districts; implementing trade promotion activities for OCOP Quang Nam products in 2021…
- Continue to effectively implement the Small and Medium Hydropower Planning in Quang Nam province according to Resolution No. 31/NQ-HDND dated July 19th, 2017 of the Provincial People's Council at the 5th session of the IX Provincial People's Council and Decision No. No. 764/QD-BCT dated March 6th, 2018 of the Ministry of Industry and Trade.
Research and consider the potential of developing renewable energy sources in line with the Party's policy in Resolution No. 55-NQ/TW dated February 11th, 2020 of the Politburo on orientations of the Energy Development Strategy country of Vietnam to 2030, vision to 2045; strictly implement the guidelines, directions and policies of the Party, State and Provincial Party Committee on Vietnam's national energy development strategy to 2030, with a vision to 2045.
Continue to strengthen the work of directing, inspecting and urging to soon complete the sector planning in the province. Allocate capital and mobilize other investment resources so that by 2022, 100% of the remaining villages in mountainous, especially difficult areas in the province will be able to use the national grid.
- Implement the planning of scattered minerals in the province according to the 2010 Mineral Law; Participate in the appraisal council for exploration and environmental projects of mining investment projects in Quang Nam province.
- Advise and implement mechanisms and policies to support businesses in the field of import and export.
Continue to overcome difficulties, perform well the work of site clearance coordination, implement the construction of the remaining work items under the power supply subproject funded by the state budget according to Decision No. 1422/QĐ-UBND dated May 15th, 2019 of the Provincial People's Committee and additional work items under the Power Supply Subproject using EU capital according to Decision No. 1423/QĐ-UBND dated May 15th, 2019 of the Provincial People's Committee; implement investment procedures for rural electricity supply projects with renewable energy.
Concentrate and mobilize investment resources, continue to complete projects on power supply in rural, mountainous and island areas in the 2021-2025 period./.
